A location “silo” — a hierarchical structure of national, state, and city-level pages — is a common and genuinely effective architecture for multi-location SEO, but it only works if every level is properly linked, genuinely substantive, and built incrementally rather than mass-generated all at once.
A national hub should link to every state hub it actually has; each state hub should link to its real city or metro hubs; each city hub should link to relevant service or industry content. This top-down structure gives crawlers a clear, navigable path through the entire hierarchy, rather than relying purely on a sitemap to discover deeper pages.
A state or city hub with no real, differentiated content — just a template with the place name swapped in — is worse than not having that page at all. The right sequence is building genuine substance at each level before publishing it, not mass-generating placeholder pages across an entire hierarchy at once.
City pages linking back up to their state hub, and state hubs linking back to the national hub, reinforces the hierarchy in both directions and helps distribute authority appropriately across the structure, rather than only flowing one way.
